New Contractor Registration Law The Home Improvement Consumer Protection Act was adopted by the Pennsylvania General Assembly and signed by the Governor as Act 132 of 2008. It takes effect July 1, 2009. The law establishes a mandatory registration program for contractors who offer or perform home improvements in Pennsylvania. It establishes minimum insurance requirements, requires contractors to provide their registration number on all advertising and contracts, establishes required terms for home improvement contracts, and creates criminal penalties for home improvement fraud.
